Of course there are "too many refugees", no matter the circumstances there will always be too many refugees wherever they come from and wherever they escape to.
Because where there are refugees there's either an oppressive regime forcing people out of their homeland because of a war that regime is waging, or there's a catastrophy, natural or otherwise, which forced people away in order for them to survive.
The +Dalai Lama knows all too well what being a refugee is like, as he's been forced away from his home in Tibet in 1959. I see people saying all sorts of things about his holiness because of these comments he made without taking time to reflect on their meaning. For a start he didn't say anything about migrants, that is people who voluntarily move from one place to live in another. People should be free to live wherever suits them best and that includes the cities and villages in Syria, Afghanistan, Iraq and so on where it's currently too dangerous for anyone to live in peace.

The Dalai Lama, widely known for his compassionate views, has said that “too many” refugees are seeking asylum in Europe, according to German news. Speaking to reporters in the de facto capital of Tibet’s exiled government, he said: “Europe, for example Germany, cannot become an Arab country,” in an interview with German newspaper Frankfurter Allgemeine Zeitung. “Germany is Germany. There are so many that in practice it becomes difficult.”
