Contrary to what was previously speculated, this new show will not be an adaptation of the Lord of the Rings books. It will instead be "exploring new storylines" set prior to the events of TLotR.
What source material this will use is unclear but since they are working in conjunction with the Tolkien Estate, it can be assumed they will be allowed to draw from books such as The Silmarillion, The Tale of Beren and Luthien, The Children of Hurin, The Unfinished Tales, The Book of Lost Tales or the Lord of the Rings Appendixes. Or they may even use previously unpublished material.
I suspect they will still call it "The Lord of the Rings" despite not dealing directly with the events of the War of the Ring. After all, Game of Thrones is technically just the first book of the Song of Ice and Fire saga by GRR Martin.
Since they just signed the deal now they have to find a writer, write a script, get the cast together, find filming locations. All in all, I don't expect anything to be made available before 2019 at the earliest but I will be keeping an eye open on the progress for this show.
